In chapter VI Winston finally meets O'Brien. They both have a discussion of NewSpeak and the tenth edition. A memory of Syme was also inquired by O'Brien, however that was thought crime because Syme never existed. The thought police would be on your tail for doing something like that. O'Brien told Winston to pick up the tenth edition of NewSpeak at his house. He took out a gold ink pencil and a small leather cover notebook and wrote his address in front of a telescreen. After a while Winston realized his future at hand. He knew what the next step was The Ministry Of Love. His body felt as if he was in the he was in the brink of death. He knew his future. He felt as if their was no hope. In my opinion O'Brien wouldn't be affected by thought crime because he is part of the inner party. He runs the thought police or he may be the thought police. I believe that O'Brien had a memory of Syme and wrote his address in front of the telescreen on purpose to make Winston react in a way that will make himself feel as if he is already dead.
